Firstly, in a large kadai, heat 1 litre of milk and boil it until it thickens slightly.
Prepare a custard mixture by mixing ¼ cup custard powder in ½ cup milk.
Pour the custard mixture into the boiled milk and mix well.
Continue to cook till the milk thickens slightly.
Also, add ½ cup condensed milk and cook well.
Cool completely till the milk thickens.
Further add 1 cup mango pulp, ¼ tsp cardamom powder and mix well.
Pour the kulfi mixture into kulfi moulds. If you do not have moulds, you can pour it into matka or glass cups.
Cover and freeze for 8 hours or until it sets completely.
After 8 hours, the kulfi is set completely and ready to serve.
